Canada to fund USD 500 million PURL package for Ukraine

The Canadian government announced on 24 August 2025 that it will fund a USD 500 million (EUR 431 million) package of US-sourced military equipment and munitions for Ukraine under NATO’s new Prioritised Ukraine Requirements List (PURL) initiative.
The PURL mechanism allows European NATO countries and Canada to regularly fund the delivery of US-sourced weapons and technology to Ukraine through voluntary contributions. It was established following an agreement made by NATO Secretary General Mark Rutte and US President Donald Trump at the White House on 14 July 2025. Within the PURL framework a prioritised list of weapons and ammunition will be created based on Ukraine’s requests, approved by NATO’s Supreme Allied Commander Europe (SACEUR).
The first USD 500 million PURL package was announced by the Netherlands on 4 August 2025, after which Denmark, Norway and Sweden confirmed the following day that they would jointly fund a similar USD 500 million package. Germany then declared on 13 August that it would fund a USD 500 million PURL package.
NATO Secretary General Mark Rutte welcomed the announcement as a strong demonstration of Canada’s enduring commitment to Ukraine’s defence as it continues to battle the Russian invasion.
“I commend Canada for stepping up to fund this package of US military equipment for Ukraine,” said the secretary general. “NATO allies continue to deliver essential equipment and supplies, making sure Ukraine gets what it needs to defend itself as it works towards a just and lasting peace.”
