The US State Department has approved a possible Foreign Military Sale (FMS) to Canada of Joint Light Tactical Vehicles (JLTVs) and related equipment, the US Defense Security Cooperation Agency (DSCA) announced on 8 August 2025.
The proposed FMS, which is worth an estimated USD 160 million (EUR 137 million), has been passed to the US Congress for final approval.
Canada has requested to buy a fleet of up to 60 JLTVs and up to nine JLTV cargo trailers. Also included in the package is communication equipment; mobility equipment; lethality and survivability enhancements; spare and repair parts; special tools and test equipment; technical documentation; and various aspects of technical, training, engineering, logistics and programme support.
Canada originally intended to hold a competition to fulfil its Next Generation Fighting Vehicle requirement, which is seeking to replace the Canadian Armed Forces’ current fleet of High-Mobility Multipurpose Wheeled Vehicles (Humvees). However, in June 2024 Canada instead decided it would proceed with a non-competitive procurement of JLTVs via the FMS mechanism an issued a letter of request to the US government in December 2024, having decided that the JLTV is the onlt vehicle that could meet the Canadian Armed Forces’ requirements.
The DSCA stated that the proposed sale “will improve Canada’s ability to meet current and future threats and enhance its ability to operate in more complex and rapidly changing environments”. It added that selling the JLTVs to Canada “would also contribute to increased burden sharing with allies and partners in support of peace operations and peacekeeping around the world”.
The principal contractors for the Canadian JLTV FMS will be AM General out of its facilities in Auburn Hills, Michegan, and Mishawaka, Indiana. Although Oshkosh originally produced the JLTV for the US military, the A2 JLTV recompete programme was won by AM General in February 2023.
